So it's possible that Seasmoke senses that Laenor needed to depart and she chooses to bond with any person else in the Targaryen or Velaryon family.

There's also a war coming and it would not harm to have Seasmoke on Team Black, which is Rhaenyra's aspect. Even if Seasmoke doesn't allow someone else to bond together with her, she may combat with Rhaenyra since Rhaenyra was Laenor's spouse and his closest confidant.

In the Fire & Blood e book, Seasmoke does move on with a brand new rider greater than 10 years after Laenor's actual demise. The rider is Addam of Hull, who is rumored to be Lord Corlys or Laenor's bastard.

Yes, we all know, that is not what someone needs to listen to when it comes to a show that actually has "dragon" in its name. However, as we've noticed, the traces are drawn with Team Black and Team Green. The latter is Alicent's facet and, as we know, Team Black is Rhaenyra's.
